There is really no difference. It just means this model meets certain fuel economy standards and classifies as a PZEV vehicle for sale in California. California has more stringent emmissions standards than the other 49 states of the union.
You give up 8 horsepower to get a cleaner vehicle. The PZEV only has 192 HP, but it puts out fewer pollutants.
